Tactical nuclear weapons

Russia has a large nuclear arsenal, ICBMs and tactical nukes. But the deadliest asset they have is lead coated briefcase nuclear weapons.

These can be installed briefcase and carried by single persons pretty much anywhere. They can be put into diplomatic bags, which means air travel trough Russian delegations is the preferred method of transportation.

Russia will use these on the onset of World War 3 to cripple the European and American critical infrastructure: roads, power plants, water supply, military bases.

There is no counter to this threat, it is simply impossible to follow every briefcase that passes trough airports under Russian control.
